Abstract
List is the most important advocate of protectionist customs in Germany in the first half of nineteenth the century. List buys into the notion defending that there is not any political and economic law relevant to all times and people by contrast with the idea of Classic School’s individual remark. He pioneers the History School with this notion. Taking care of history and seeing nation as a living organism is the most significant difference between List and Classics. List adopts the idea of protectionist customs; theory of development stages constitutes List’s starting point of trade politics. It is also seen that List and Classics have different notions about productive powers. While List defends that welfare of a nation depends on its ability on “production of values”, Classics advocate that welfare of a nation depends on to “have values”. National economy can reach a higher level of development by developing their own protective powers using protective precautions. This study seeks to draw the foundation of List’s theory and compares it to the Classics’ values.In this article, the purpose of List is to try to evaluate critically from the classical doctrine and the basic framework of theory of place and importance in thought history.

Frederich List’te Korumacı Politikalar

Ozet
List 19.Yüzyılın ilk yarısında Almanya’da korumacı gümrüklerin en önemli savunucularındandır. Devlet, toplum ve iktisat üzerine olan görüşlerini kısmen Klasik öğretinin bireysel görüşüne tezat oluşturacak şekilde tüm zamanlar ve tüm halklar için geçerli olan politik-ekonomi kanunların olmadığına dair düşünceyi benimsemiştir. Bu açıdan Tarihçi Okul’un da öncülüğünü yapmıştır. Tarihe verdiği önem ve ulusu canlı bir organizma olarak görmesi noktasında Klasikler ile arasında büyük bir farkın oluşmasına neden olur.
List ile Klasikler arasındaki en belirgin farklardan biridir. List’in ticaret politikasının çıkış noktasını basamak teorisi oluşturmaktadır. Üretici kuvvetler konusunda da List ile Klasiklerin farklı görüşlere sahip oldukları görülmektedir. List, bir ulusun refahının ‘değer üretmekten’ geçtiğini savunurken Klasikler ‘değerlere sahip’ olmanın refah getireceğine inanmaktadır. Milli ekonomi, korumacı tedbirlerle ulusun üretken güçlerini geliştirerek daha yüksek bir gelişmişlik seviyesine çıkabilir. List’in düşünceler tarihi içindeki yeri ve önemi, teorisinin temel çerçevesi, Klasik öğretiye eleştirel bir bakış açısı ile değerlendirmek bu çalışmanın amacını oluşturmaktadır.
