Abstract
In the aftermath of the global financial crisis, growth rates declined in the world economies, especially in developed countries, and the course of global growth has settled on a lower path. During the same period, the Turkish economy has performed relatively strong growth and has been ahead of similar countries in the context of its growth performance. However, more structural reforms covering the entire ecosystem are needed to enter the path of sustainable growth in Turkey. By using two different methodologies, namely the OECD-Going for Growth and World Economic Forum’s Global Competitiveness Index methodologies, we aim to explore the main reform gaps of Turkey and make policy recommendations for the policymakers. The results show that, relative to high performing comparators, Turkey’s structural reform gaps are greatest in labor market, technological readiness and research and development innovation. Weak or poor implementation of policies in these areas impact negatively on productivity, and hence economic growth.

Türkiye'nin Yapısal Reform İhtiyacının Belirlenmesi ve Önceliklendirilmesi

Ozet
Küresel finansal kriz sonrasında dünya ekonomilerinde, özellikle gelişmiş ülkelerde, büyüme oranları düşmüş ve küresel büyümenin seyri daha düşük bir patika izlemiştir. Aynı dönemde, Türkiye ekonomisi nispeten güçlü bir büyüme kaydetmiş ve büyüme performansı bağlamında benzer ülkelerin önünde yer almıştır. Ancak, Türkiye'de sürdürülebilir bir büyüme sağlayabilmek için tüm ekosistemi kapsayan daha fazla yapısal reforma ihtiyaç vardır. Bu çalışma, OECD ve Dünya Ekonomik Forumu’nun reform açığı belirleme yöntemlerini kullanarak Türkiye'nin temel reform boşluklarını araştırmayı ve politika yapıcılar için reform önerileri yapmayı amaçlamaktadır. Analiz sonuçları, yüksek performanslı ülke gruplarına kıyasla, Türkiye'nin yapısal reform boşluklarının en fazla işgücü piyasasında, teknolojik adaptasyonda ve Ar-Ge yeniliklerinde olduğunu göstermektedir. Bu alanlardaki politikaların zayıf veya kötü uygulanması üretkenliği ve dolayısıyla ekonomik büyümeyi olumsuz yönde etkileyebilecektir.
